Federal Health Care Legislation

Majority Leader Harry Reid (D-NV) merged the Senate Health, Education, Labor and Pensions Committee and Finance Committee bills to create the Patient Protection and Affordable Care Act.  The legislative language was released on November 18th, and the Senate voted 60-39 to approve a motion to proceed to the bill on November 21st.  Debate, including floor amendments, began November 30th. On Saturday, December 19th, Majority Leader Reid released the manager's amendment, which contains many changes to the bill.  The Senate voted on Monday, December 21st to end debate and proceed to consider a vote on the manager's amendment by a vote of 60-40 along party lines.  Several more important procedural votes, needing 60 votes, will be held before the vote on the Senate bill that could occur on or before December 24th. Below are the major provisions that are contained in the House passed bill, H.R. 3962, the Affordable Health Care for America Act.  The bill passed the House on November 7th by a narrow margin of 220-215.
