Background on Oil and Gas Production Jobs in Illinois

Legislation is being negotiated in Springfield that would set the parameters for oil and gas exploration in Illinois using hydraulic fracturing combined with new horizontal drilling techniques – similar to exploration that has occurred in North Dakota, Ohio and Pennsylvania.

The economies of the areas where this new production is taking place are booming, from land leases to an influx of employees who earn good salaries and spend money in the local communities.
 
Now is the time to find out if Illinois can join in on the economic development benefits of this new wave of energy supply and the next Legislature in Springfield could play a critical role in figuring that out.
 
The Illinois Chamber of Commerce is supporting efforts to create a clearer regulatory road-map for oil and gas producers so they know Illinois wants the exploration to happen within certain, reasonable environmental guidelines.  
 
Negotiations on the legislation continue as the industry understands the need for protections that protect the environment and landowner rights and give producers the certainty they need to drill test wells, invest in land leases and begin to find out if the shale plays can produce oil and or gas.
 
Another sticking point in the negotiations is the proposal to put an excise tax of anywhere from 6-12% on oil and gas production in Illinois.  The Chamber strongly believes that taxing an industry before it even has a chance to get off ground kills the goose before it ever has a chance to lay the golden egg.  We are open to discussing revenue proposals.  But there are no guarantees the shale plays in Illinois will be productive so taxing it excessively at the start sends a message to producers to not even come in and try.
 
Because oil and gas production in Illinois has the potential to create jobs and improve the overall economy, we are asking candidates for the Illinois Legislature in select areas of the state to
support oil and gas jobs in Illinois by signing a support letter.  
 
The following candidates and current elected officials running for re-election have signed the
support letter and believe the creation of oil and gas production jobs in Illinois is important for the
