Description: Imposes a vehicle miles travel fee using an annual odometer inspection and taxing each mile traveled; the amount of tax on each mile traveled varies by vehicle type such that vehicles weighing 10,000 lbs or less are taxed at a rate of 1 cent per mile, vehicles weighing more than 10,000 lbs at 1.25 cents per mile, and electric vehicles at .75 cents per mile MINUS the amount the tax payer pays in motor fuel taxes (motor fuels tax credit); motor fuels tax credit is determined using miles traveled and fuel economy of the relevant vehicle such that as fuel economy goes up, the tax credit will be larger and the VMT tax lower; specifies that if the tax computation comes out to less than a certain amount, the tax payer owes no taxes for that tax period; tax period runs for period concurrent with compulsory inspection period, which is annually unless the vehicle is new, in which case its initial compulsory inspection is good for 2 years
